You can walk in about 30 minutes. Other option is you can walk from Varsity to Bloor/Yonge subway and take it up to Queen Subway which'll put you right beside the Elgin, this should take no more than 15 minutes including walking & train wait - unless there is some unexpected train issue (rare). It'll cost $3 or so for subway.
If it's your first time at the festival you should be aware that it's good to have a minimum of "1hr+travel time" gap between film ending time and next starting time. It's certainly possible with less, but as a long time attendee, I'd advise against for the best experience. :)
(I tend to leave longer gaps whenever possible - but I enjoy the line-ups as part of the experience and enjoy getting good seats.)
I agree with abishop. You must give yourself at least an hour in between movies. Sometimes there are delays (e.g. speeches) that may result in you running like a mad dog to the another theatre (which I have done many times and then getting the worst seat on the other end).
